Back when I ran XP I could restart my computer (and have it fully booted) in 20 seconds with a traditional hard drive. If it is set to 1 it is enabled, and may delay the shutdown process. Could this have anything to do with some add-ons wanting to stay open? Not currently OCd, under-volted.
